Supporting Missouri’s Sanitation Professionals Since 1995

Missouri Smallflows Organization (MSO) is a non-profit association committed to advancing the education, regulation, and implementation of onsite and small-scale wastewater systems across the state. We serve sanitation professionals involved in the research, design, installation, inspection, and regulation of systems that treat and discharge less than 100,000 gallons per day.
MSO was established in May 1995 to fill a gap in unified education, communication, and collaboration across Missouri’s onsite wastewater field. Since then, we’ve remained a trusted hub for continuing education, advocacy, and innovation.

Our Mission

Our mission is to educate installers, regulators, on-site soil morphology evaluators, and other wastewater professionals on the latest available technologies. We also provide a forum for sanitation professionals to demonstrate proper installation techniques and encourage them to educate homeowners, homeowner associations, and the general public on the location, operation, and maintenance of on-site sewage treatment systems to ensure long-term performance.

Why MSO Was Started

Before MSO’s incorporation, Missouri lacked a central organization representing all stakeholders in onsite wastewater treatment. A group of concerned professionals began exploring ways to improve communication and technical education across disciplines.
The passage of 1994 Missouri Senate Bill 446, which introduced new regulations for onsite sewage systems, increased the need for unified education and support. From that need, MSO was born.

Since its founding, MSO has continued to grow, now guided by a Board of Directors, elected on a rotating basis.

Our Objectives

MSO’s mission and goals are grounded in its original by-laws:

  • Create a statewide, non-profit organization composed of contractors, engineers, educators, regulators, and others involved in wastewater treatment
  • Promote the development and adoption of effective, modern treatment and disposal technologies
  • Provide accessible continuing education and certification resources
  • Serve as a voice in public and private efforts to improve wastewater regulations and standards
  • Secure funding, sponsorships, and grants to support technology development and member training

What “Smallflows” Means

The term “smallflows” refers to onsite sewage treatment and disposal systems, or systems that discharge less than 100,000 gallons per day. Our focus is on practical, sustainable wastewater solutions for residential and small commercial properties throughout Missouri.
